Metro users across 17 cities can now claim compensation

The 2025 amendments outline a structured approach for passengers, or their families, to claim compensation in case of serious injury or death while using metro services. These rules apply to metro networks in all 17 operational cities, including Delhi, Mumbai, Bengaluru, Kolkata, Chennai, Pune, Noida, Ahmedabad, Nagpur and Kochi.

Among the key highlights:

  • Greater authority for the Claims Commissioner to assess and award compensation

  • Defined timeframes for filing and settling claims

  • A checklist of required documents to streamline the application process

  • Coverage for non-specified injuries, if the resulting disability renders the person entirely unemployable

What’s changed in compensation?

Under the revised rules, financial relief for victims has seen a noticeable jump:

  • In case of death: The compensation for families has been increased from Rs 5 lakh to Rs 8 lakh.

  • For major physical injuries:

    • Loss of both hands, both legs, or a combination of one hand and one leg will now warrant Rs 8 lakh (up from Rs 4 lakh).

  • For fracture-related injuries:

    • Fractured hip joint: Rs 1.6 lakh

    • Fractures in both femur or tibia: Rs 1.6 lakh

    • Spinal cord fracture without paralysis: Rs 2.4 lakh

    • Spinal cord fracture leading to paralysis: Rs 4 lakh

Most of these figures have been doubled in comparison to the earlier guidelines set in 2017.

What If your injury isn’t listed?

The rules have also accounted for cases that may not fall under the prescribed categories. If a commuter suffers an injury not explicitly listed but is deemed permanently unfit for employment by the Claims Commissioner, they will still be eligible for Rs 4 lakh in compensation.
